Eric Holder, with the initial endorsement of Bob Mueller (then later Jim Comey) to implement a very rare executive power called the SAM, invoked only in extreme matters involving national security (28 CFR 501.2/.3) which imprisons and prosecutes any person (convicted or not, accused or not) at the will of the Chief Executive (alone), revoking any and all constitutional protections.
